Plans and directs the overall operation of a major department (with institutional oversight) and provides leadership for staff members. Meets ORP eligibility requirements. Under executive direction, performs highly varied administrative duties involving the use of independent judgment and professional skills. Responsible for all employees assigned to area.

Major/Essential Functions
  • Serve as management and operations lead on aspects of program planning for population/public health programs.
  • Serve as management and operation lead on aspects of program execution including procurement and administrative processes for population/public health programs.
  • Establish and manage temporary survey teams for the Healthy West Texas Initiative, ensuring the timely setup and execution of surveys, followed by the formation of new teams as needed for ongoing program execution.
  • Lead the procurement process for program-related supplies, services, and equipment while ensuring compliance with relevant regulations and best practices.
  • Develop and manage the program budget, ensuring resources are allocated effectively and efficiently.
  • Ensure program funding adheres to local, state, and federal regulations and standards in execution.
  • Lead the negotiation and execution of contracts with service providers, vendors, and partners involved in program delivery.
  • Ensure optimal allocation of resources, including financial, human, and material, to meet program objectives.
  • Ensure that the program adheres to local, state, and federal regulations and standards in execution.
  • Oversee logistics for the timely and efficient delivery of program components, including transportation, distribution of materials, and scheduling.
  • Address and resolve operational challenges that arise during program execution to maintain progress and quality.
  • Manage and track outcomes for multiple funding sources (e.g., federal grants, private funding, partnerships) to ensure effectiveness and financial stability.
  • Provide regular financial reports to stakeholders to demonstrate the allocation and use of funds in accordance with program goals.
  • Track and report on outcomes tied to different funding sources to demonstrate the impact of investments and achieve desired results.
  • Lead and supervise staff, ensuring clear roles, responsibilities, and accountability for program execution.
  • Facilitate collaboration between internal departments (e.g., finance, operations, research) and external stakeholders (e.g., community organizations, government agencies) to ensure program success.
  • Develop and maintain strong relationships with external partners such as community organizations, local health departments, and healthcare providers.
  • Address and resolve conflicts within teams or between stakeholders to maintain a collaborative and productive work environment.
  • Provide training to both internal and external teams to for program implementation.
  • Lead the preparation and submission of funding proposals to secure financial resources for program implementation.


Required Qualifications
Bachelor's degree required; master's preferred. Seven years progressively responsible management experience required. Education beyond bachelor's level may substitute for required experience on a year-for-year basis.
