Overview

LMI is seeking a Senior Acquisition Consultant for a U.S. Army client to support activities related to the acquisition, development, and implementation of U.S. Army software programs. The Senior Acquisition Consultant serves as the Government's advisor and Subject Matter Expert for acquisition, program management, and contracting activities. Work location is primarily remote with occasional travel to the client site in Fort Belvoir, Virginia required.

Responsibilities

    Lead and facilitate collaboration across functional areas and service lines to solve complex problems and integrate Agile solutions to meet client requirements.
  • Responsible for developing plans and documentation in support of the software acquisition management (5000.87) approach and strategy to include timelines and milestones for FAR based and other rapid acquisition approaches. Support documentation includes:
    • Acquisition Strategy
    • Contract Strategy
    • Clinger Cohen Act Compliance
    • Test Strategy
    • User Agreement
    • Program Schedule
  • Develops, drafts and edits multiple types of program acquisition and contract documents
  • Responsible to track changes in DoD and Army acquisition and procurement regulations / instructions / policy and interpret the changes for the organizational tasks
  • As required, provides the following types of products and analysis in support of Information Technology (IT) systems: Drafts Acquisition documents to include: Capability Implementation Plan (CIP), Acquisition Approach, Acquisition Strategy, Cost Estimates, Requirements Traceability Matrices, program/project presentations, executive summaries and white papers
  • Drafts requests for proposal (RFP) documents to include solicitation sections A - M and required attachments
  • Drafts Source Selection Evaluation planning, including development of evaluation criteria, instructions to vendors, training for evaluation teams, creating schedules, and editing Government reports and documents
  • Conducts Market Research and assistance with industry interactions
  • Works with Project Scheduler to develop Integrated master schedules (IMS) with discrete milestones at sufficient intervals to measure progress
  • Develops and monitors performance measurement baseline metrics including cost, schedule, and scope baselines


Qualifications

Required Qualifications:

  • Values and provides excellent customer service
  • Ability to participate effectively and build consensus across a cross-functional, multi-national team
  • Bachelor's degree
  • 8 years' experience in Defense acquisition and contracting. Must be familiar with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), and other acquisition regulations
  • Certification in Agile or ability to obtain within 3-4 months (e.g. may include PMP-ACP, ICP, APMG, ACI, CSM, and PSM SAFe) and understanding of the software development process.
  • Experience with contract formation and management to support development of materials for Software and System Integration contracts
  • Demonstrated knowledge in the Software Acquisition Pathway (5000.87) and the Defense Business System Pathway (5000.75) to support the development of key deliverables and work products.
  • Demonstrated knowledge of Government contract and subcontract management, specifically with Source Selection Evaluations under multiple contract types.
  • Previous experience providing acquisition support to an Army or DoD Program Offices
  • Excellent computer applications skills, especially with MS Office products (e.g. Word, Excel, PowerPoint Outlook, Project) and SharePoint
  • Must possess and maintain a Secret Security Clearance

Desired Qualifications:

  • Master's degree
  • 8+ years' experience in Defense acquisition and contracting.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Acquisition or Contracting Level II or higher certification
  • Experience with Enterprise data and analytics ecosystems and SAFe methodology
  • Project Management Professional (PMP) Certification
  • Ability to participate effectively and build consensus across a cross-functional team
  • Experience in developing acquisition strategy and documentation for Other Transactional Authority (OTA) prototypes that move into production for DOD 5000 series programs

Targeted Salary Range: $95,000-$150,000
